Is A Progressive Consumption Tax the Answer to Inequality?

Kenneth Rogoff suggests it is: While admiring Piketty’s arguments, Rogoff suggests that inequality is very different in rich countries than it is in the developing ones.  If we are to look at the economy globally, taxing income is not something that is going to happen across the board.  Nor should it.
