If the uranium is sold to or processed by a nuclear weapons state like France, the UK, or the USA – they can’t. It will be part of the same refining and enrichment stream as uranium for weapons; the depleted uranium will be certainly be used in weapons (it has no other uses); and if it is reprocessed, the plutonium may be used in weapons.
