General Winter, they call the supreme Russian commander who beat back Napolean and Hitler.  Snlow blanketing Europe has nudge oil prices up a bit?  Is General Winter again at work on behalf of Russia?

Probably not enough to turn the economy around.  The Central Bank of Russia could release reserves to stem the plunge for a while.  But probably the most effective way to turn the Russian economy around would be to end sanctions.  What would the West demand from Russia in exchange?  Wihtdrawal from Crimea?  Other promises?
